Biographical Notes:
 History as a Neutral includes service as Commissioner, N.C. Industrial Commission, February 10, 1989-April 30, 1997; Arbitrator, 14th Judicial District Court-Ordered Arbitration Program, July 1987-1989; and, Contract Hearing Officer, N.C. Department of Human Resources, 1986-87.
Randy served on the Bar Association committee that started Superior Court Mediation and District Court Arbitration in NC. While on the Commission, he successfully lobbied for the authority and resources for Workers' Compensation Mediation and the Commission’s Ombudsmen, and organized the 1992 continuing legal education (CLE) program that initiated the Comp system’s use of Mediation, which has been instrumental in overcoming the Commission’s perennial hearings backlog.
Randy has written 16 CLE manuscripts, book chapters and think-tank papers on alternative dispute resolution (see Printable PDF Resume above), workers' compensation, and other legal topics, as well as articles for periodicals, and speaks to civic and professional groups interested in these topics.
